Bidder's Conference for Application for Funding SFY 2023

Alcohol, Drug Addiction, & Mental Health Services of Montgomery County (ADAMHS) will be releasing the Application for Funding (AFF) for program proposals to be implemented July 1, 2022 through June 30, 2023. Applications are being accepted for prevention and early intervention of substance use and other mental health concerns, and professional educational/workforce development programs in partnership with academic institutions. Proposals should address the behavioral health needs in the Montgomery County community and align with Montgomery County priority populations identified in the ADAMHS Community Plan.

Those interested in applying for funding must meet the applicable funding guidelines and complete an online application. Applicants may attend a non-mandatory Bidder’s Conference on February  22, 2022 at 2:00 p.m. Due to the increase in COVID-19 cases, the Bidder's Conference will only occur online via Zoom.

ADAMHS reserves the right to reject proposals and/or fund less than the requested amount. Any entity that receives ADAMHS funding will enter into a contract with ADAMHS prior to any payment of allocated funds. All decisions of ADAMHS on the allocation of funds are final and are contingent upon the receipt of allocations from the Ohio Department of Mental Health and Addiction Services (OhioMHAS).

All requestors must meet at least one of the following criteria:

  • Hold OhioMHAS licensure/certification for requested services
  • Hold National Accreditation (JCAHO, CARF, COA)
  • Act as an Affiliate of NAMI Ohio
  • Serve as a Governmental entity
  • Serve as an Education entity under the jurisdiction of the Ohio Department of Education or the Ohio Board of Regents
Applications shall address all requirements and shall contain the full name of each agency/company and shall be signed by officials authorized to execute a contract.

I do not see my Agency listed in the drop‐down to create a username. What do I do?
Please contact Fred Tatum (ftatum@mcadmahs.org) requesting that your Agency Name be added to
the list.
I filled out my User Registration form. Now what?
Once you have completed the User Registration form, we receive a notification that you have
submitted a request to get access to the provider portal. We review the request to ensure you belong to
that agency and then approve your request for access. This usually happens within an hour of your
request, but can take up to 4 hours depending on ADAMHS Staff availability.
I do not see my agency's application. Where is it?
First, check that you are in the correct Application portal. Previously, we used
https://aff.mcadamhs.org. This now is an archive for our older applications dated 2018 and back. All new applications for 2019 and moving forward will be done in the new Provider portal, found at

https://apps.mcadamhs.org. You will still have access to the archived application for funding portal and your user credentials will be the same for both portals.

If you ARE in the correct portal and you still do not see your application, please email Fred Tatum (ftatum@mcadamhs.org) to request additional technical assistance.
Do we have to enter our financial information for the financial metrics?
Yes, you have to enter your audited financial information in order to generate the financial metrics.
What information do you want in the key performance indicators? Current numbers or based on our previous audit?
Please enter the information into the key performance indicators based on your most recent financial audit.
It will not let me enter any numbers on the Budget page. What do I do?
Budgets transitioned from Application Budgets to Program Budgets. You will need to select
“Programs” from the drop-down and then enter the budgets for each of your agency’s programs. The Application budget automatically calculates based on the information entered into your program budgets. Like previous years, Grants and Cost Reimbursements will also automatically feed into the
Allocations page.
I went to the Program Budget page, but nothing is listed there. How do I get the services to show up?
If no Services are displayed under the Program Budget, then you need to add the Services from the Program Narrative Screen. On the Programs Screen, click the “Edit” button next to the program you want to add Services to. This will take you to the Program Narrative screen for that program. About halfway down, you can add procedure codes to the specific program. This will also add them to the Program Budget.
If you are making us break out our budgets by program, will that program be held to that specific amount for this contract period?
Budgets by program will be held to the specific amount but if a program budget amendment needs to occur, please let us know as soon as possible so an amendment can reviewed and approved if needed
You mentioned that you are no longer planning to use the Survey Monkey Client Satisfaction Surveys, but something called E‐Basis. What is that?
If your agency has not already been a part of the phasing in process for the eBASIS Perception of Care and BASIS-24 surveys, it will be contacted shortly to partake in a tutorial session. Beyond that, extensive technical support will be provided on an agency-by-agency basis.
We are a recovery‐housing provider. Will we have to complete these E‐Basis perceptions of care surveys for our residents?
No, it is a treatment-based survey. Individuals will have the survey completed at their primary
mental health or addiction provider. Please continue to provide monthly information through the Recovery Housing portal.
I only want to print one page of the Application for Funding. How do I do that?
On each page of the Application for Funding, there is now a print button. From the dialog box, you can either choose to print just the individual page that you are currently viewing or the Entire Application. This year, you can also save the page as a PDF directly as well, to assist in your own archiving or distribution purposes!
Should the new code for AoD outreach services be its own program or part of our AoD outpatient program?
Outreach services related to MC-ERON can be included in part of an agency’s AoD outpatient
program.
